About the Author:
Frederick Quinn is a former foreign service officer and worked closely with Chief Justice Warren E. Burger as international coordinator for the Bicentennial of the US Constitution. He has worked on judicial and constitutional reform with jurists from around the world. He has a Ph.D. in history from UCLA.
